New Hints on How to Get Etislalat Free 500MB

I know I had lots of unanswered questions in some threads on this blog and especially in etisalat free 1.5GB and 500MB thread, not because I don’t want to answer them or perhaps maybe they are awful… but I thank you for your empathetic.
Some are asking whether the tweak is still working while some are asking how to solve problem of pending request or invalid imei constant messages when trying the code and some are requesting for generated 1.5GB valid imei which is not possible for me to generate.

For those asking whether the tweak is still working, I'm telling you boldly that the Etisalat administrator are not yet succeeded in blocking this tweak, both 1.5GB and 500MB methods are still working very well though 1.5GB can only be done by chance or by luck, but 500MB code still responds very well any time any moment with the New Infinix Imei.
To Solve Pending Request Issue During the process of getting free etisalat data, when you received a negative message like "You have a pending request, please wait for confirmation" or "The device ime: 3537... is invalid". What you need to do is to delete that message, restart your phone and you can then re-try the procedure to get your free data. Today, we are going to focus on New Infinix Imei of free 500MB because is the one that is very sure for now. I use it to get 5GB today, I got 500MB on 10 different etisalat SIMs with New Infinix IMei. How To Generate IMEI For Eti 500MB
1. The first thing we need here is the first  8 digits of the New Infinix IMEI which is 35749106
2. Remaining 7 digits can be generated off the head, just put any number you like there to make it 15 digits. Note that the above imei are already used but you can use something similar to them for the positive quick response.

How to Tweak your Android Phone IMEI
I believed most of us here are already familiar with the methods of changing imei, just follow the normal procedure to change your phone imei and if you are a new comer

    6. If your phone is dual-sim, typ this command then ENTER echo ‘AT+EGMR=1,10, “IMEI_NUMBER” ‘ >/dev/pttycmd1
    7. Last step, reboot your phone/tablet and done.

The PDP supporters allegedly abandoned their train to join the APC rally shouting “Change, Change, Change

The PDP supporters folded their umbrella, which is the symbol of the party, and threw away all other party souvenirs in exchange for those of the APC.

The PDP supporters then followed Ambode to the venue of the campaign rally at Surulere.

Airports authority appeals for support to secure facilities

Abuja - The Federal Airports Authority of Nigeria (FAAN) has called for support from the Airforce to enhance security at local airports.
According to a statement by FAAN spokesperson, Yakubu Dati, the organisation’s Managing Director and Chief Executive Officer, Eng Saleh Dunoma, made the appeal during a courtesy call by officials from the Airforce.
Dunoma appealed for closer collaboration between the Airforce Airport Command and the Aviation Security (AVSEC) especially at this period of electioneering campaigns and the general elections.

He assured the team of the authority’s support and assistance as both institutions were pursuing a common goal.
Airforce officials pledged the support in the area of security and other sundry issues.
They requested for collaboration in other areas to enable the command serve the airports effectively.

While there have not been under attack from the ongoing terror, it has become imperative to boost security at the airports as the attacks escalate. 

Boko Haram Invades Northern Cameroon, Kills 90 Civilians - Foreign Affairs

Cameroon’s Information Minister, Issa Bakari, has said no fewer than 800 Boko Haram fighters have attacked Fotokol in the north of the country, where 90 civilians have been killed.

Bakari also said on Thursday that the extremists, which started their attack on Wednesday from Gamboru area of Nigeria, burned churches, mosques and villages and slaughtered youth, who resisted joining them to fight the Cameroonian forces.

YAOUNDE, Cameroon — Boko Haram fighters have shot or burned to death about 90 civilians and wounded 500 in ongoing fighting in a Cameroonian border town near Nigeria, officials in Cameroon said Thursday.

Some 800 Islamic extremists attacking the town of Fotokol have ‘‘burned churches, mosques and villages and slaughtered youth who resisted joining them to fight Cameroonian forces,’’ Information Minister Issa Tchiroma Bakari said.
The insurgents from Nigeria also looted livestock and food in the fighting that began Wednesday and was continuing Thursday, Bakari told The Associated Press.

Boko Haram is using civilians as shields, making it difficult to confront them although reinforcements have arrived in Fotokol, according to military spokesman Col. Didier Badjeck.

Schools also have been razed by the insurgents, whose nickname, Boko Haram, means ‘‘Western education is forbidden’’ in the Hausa language.

Hundreds of insurgents were killed Wednesday compared to the loss of 13 Chadian and 6 Cameroonian troops, Defense Minister Edgard Alain Mebe Ngo said. At least 91 civilians have been killed and most of more than 500 wounded people cannot be immediately taken to the hospitals, he said. There was no way to immediately confirm the account independently.

The fighters are believed to have crossed into Cameroon from nearby Gamboru, a Nigerian border town that had been an extremist stronghold since November. Gamboru was retaken earlier this week and the fighters driven out by Chadian and Nigerian air strikes supported by Chadian ground troops.

African Union officials on Thursday were finalizing plans for a multinational force to fight the spreading Boko Haram uprising, although there are questions about funding. The AU last week authorized a 7,500-strong force from Nigeria and its four neighbors, Cameroon, Chad, Niger and Benin.

Senior officers from the U.N. peacekeeping department are attending the meeting in Yaounde, Cameroon’s capital, said a U.N. official.

The Africans want U.N. Security Council approval and money to fund the mission, said the official who spoke Wednesday at the United Nations and insisted on anonymity because he was not authorized to speak to the press on the meeting.

France’s President Francois Hollande said Thursday his country is providing support with weapons, logistics and operations for the multinational effort. At a news conference in Paris, he stopped short of saying whether France is actually involved in military action itself. France has a big air base at N’Djamena, the capital of Chad, which will lead the multinational force.

International concern has grown as Boko Haram has increased the tempo and ferocity of its attacks just as Nigeria is preparing for presidential and legislative elections on Feb. 14.

Some 10,000 people were killed in Boko Haram violence last year compared to 2,000 in the first four years of Nigeria’s Islamic uprising, according to the Council on Foreign Relations.

Don’t Vote For Jonathan, Soyinka Lists Reasons

Nobel laureate, Prof. Wole Soyinka, declared on Thursday that no one should vote for the continuation of President Goodluck Jonathan’s government, saying that there has been a total failure in leadership.

He said he has sixty reasons not to vote for the Jonathan regime.

“I will not vote and I will not encourage ‎anyone to vote for the continuation of this government, simply because your colleagues numbering over two hundred were kidnapped, ” Soyinka told students at the 2015 edition of Vision of the Child (VOTC), a yearly programme inaugurated in 2012.

He said the Chibok girls kidnapped on 14 April of last year were sent on a mission to acquire an education, but ended up being kidnapped.

“And the government of this nation failed to show leadership.‎ So anyone who says after that event that I will vote or cast my vote or encourage anyone to vote for this regime must be living in Sambisa forest,” Soyinka said, referring to a forest in Borno State where the Chibok girls are believed to be held by Boko Haram.

“There has been a failure of leadership. Our children whom you represent today have been betrayed‎,” Soyinka said, adding that no appropriate action was taken to retrieve them.

Soyinka said it took the Jonathan government ten days to even accept that the Chibok girls were even missing.

“After that dereliction of duty, after that failure of leadership, after that betrayal for our future, for anyone to think or to put words in my mouth suggesting that I will vote or encourage anyone to vote for this regime is a travesty of intelligence, ” Soyinka said.

Soyinka laughed off those who had claimed on the social media that he ‎was dead, telling journalists at the event that they should not misquote him. If they do, he added, he will rise from the dead to correct them.

The 2015 edition of Vision of the Child has for theme “The Road to Sambisa”.

This year, a total of 250 student participants from 60 primary and secondary schools within Lagos attended the interview. The age bracket for the participants was 9 to 12 years.

Their entries were assessed by a panel of eminent judges comprising teachers, artists, child carers and social workers.

The finalists will be invited on the 7 March to the National Conversation Foundation Park. Lekki, and provided with brush, paint and easel, and will be required to illustrate their literary presentation in the complementary medium painting.

This year, 60 finalists were drawn from 35 schools within Lagos State, said Foluke George‎, Festival Secretary and Programme Manager for the Vision of the Child.

Edwin Clark Asks Jega To Resign

[The] Southern Nigeria Peoples Assembly led by Chief Edwin Clark, made the demand at a press briefing in Abuja on Thursday.

Among those at the briefing were a former Minister of Information, Walter Ofonagoro; a former Governor of Anambra State, Dr. Chuwuemeka Ezeife; a former Commissioner in Bayelsa State, Chief Whisky Ayakeme; Dr. Cairo Ojugboh and Sen. Femi Okunronmu.

Members of the group, who are staunch supporters of President Jonathan, also demanded the postponement of the February elections.

They accused Jega of conniving with northern leaders to rig Jonathan out of office.

They threatened that elections won’t hold in southern part of the country if the commission should decide to go ahead with the scheduled elections.

INEC Manipulating PVCs To Favour Buhari, Says Balarabe Musa

A political interest organization, Credible Alternative Alliance (CAA) led by former Kaduna state Governor, Alhaji Abdulkadir Balarabe Musa has alleged that the Independent National Electoral Commission (INEC) is tilting the distribution of Permanent Voters Card (PVC) to favour areas believed to be strongholds of All Progressives Congress’ candidate, General Muhammed Buhari.

The group presented a statistical analysis of the distribution of PVCs which showed the number of registered voters yet to collect their PVCs in various zones.

According to CAA, South-East has (3,287, 530) , South West (7,411,205), South-South (3,844,370) , North-East (2,429,763), North West (4,835,556), North Central (3,907,849) and FCT(421,559).

On the distribution of PVCs, CAA said it has observed "a criminal gross disparity of voter spread designed to tilt the election to a pre-determined outcome.

The group insists that all the 68.8 million registered voters must be given unfettered access to freely collect their PVCs and cast their vote as provided for in the constitution, adding that it would be forced to take INEC to court if that condition was not met.

"Let us call a spade, a spade. There are two main contenders for the Presidency in this election. The analyzed data above depicts a worrying trend. Voters in the zones that tend to support President Goodluck Jonathan are massively disenfranchised by the application of the so-called PVCs debacle, 40% to 50% of voters in the these regions who are lawfully and duly registered to vote will be denied their right to vote by INEC.
"That is nearly half of the support base of the President, simply nullified by administrative (failure) prior to the election. By comparison, the zones that tend to support Buhari are handed a massive voter advantage, nearly 80% of his support base will be allowed to cast their votes by INEC.

In an election, which many say will be won or lost by a slim margin, to now disenfranchise 26million voters through a questionable and unlawful rule by INEC is not acceptable by any measure.

" CAA condemns in its entirety. This attempt by INEC to undermine our nescient democracy through this criminal enterprise to determine the outcome of this electioneer before the ballot is cast.

While speaking on the controversy raging over the coming election, Balarabe Musa said there is no way INEC can be able to distribute the outstanding PVCs within the remaining two weeks.

"INEC cannot meet up with the issuance voters card to all registered voters, even the PVCs is not being realistic because of the past failures in the past. For example, INEC is talking about distributing permanent voters cards. Let us assume that sufficient PVCs have been produced the commission, how is the PVC is still being distributed.

" We have credible information that in some places in the rural areas, INEC staff take the PVCs for distribution and because of the disappointments of the past refuse to come out for collection of PVC. The commission staff then leave the PVCs to community leaders to distribute. I believe that should not be the responsibility of the village heads to do that but INEC.

"Again, how can we realistically expect INEC to make PVCs available to every registered voter within two weeks, something they failed to do in many years.”

The Council Chambers of the Aso Rock Presidential Villa Abuja, the venue of the ongoing Council of State meeting was momentarily turned into a theatre hall this morning before President Goodluck Jonathan's arrival.
For Governor Sule Lamido of Jigawa State, the Council of State meeting provided an opportunity to tease his Rivers counterpart, Rotimi Amaechi.
On sighting Amaechi at the venue of the meeting, Lamido jocularly quizzed: "Ah! Amaechi, what are you doing here?"
The Rivers State governor responded with a loud burst of laughter and said "You".

Amaechi is the Director-General of the All Progressives Congress (APC) Presidential Campaign Organisation; while Lamido is the leader of the People's Democratic Party (PDP) Presidential Campaign Council for North-west.
The two governors recently held a closed door meeting; a development that has left political observers guessing.

For Niger State Governor Muazu Babangida Aliyu, it was not necessary to shake hands with
Governors Amaechi and Aliyu Wamako (Sokoto) at the Council of State meeting. Instead, Aliyu bypassed the duo to exchange pleasantries with former Chief Justices of Nigeria, Justices Alfa Belgore and Dahiru Mustapha.

The chairman of the PDP Governors' Forum and Akwa Ibom State Governor Godswill Akpabio
appeared jolted as he watched the two factional chairmen of the Nigerian Governors' Forum (NGF), Amaechi and Jonah Jang shaking hands.

Since 2013, Amaechi and Jang have been laying claim to the chairmanship of the Nigerian Governors' Forum.
The Council of State meeting, which commenced at 11.30am is still going on as of the time of filing this report.

On sighting Amaechi at the venue of the meeting, Lamido jocularly quizzed: "Ah! Amaechi, what are you doing here?"
The Rivers State governor responded with a loud burst of laughter and said "You".

Amaechi is the Director-General of the All Progressives Congress (APC) Presidential Campaign Organisation; while Lamido is the leader of the People's Democratic Party (PDP) Presidential Campaign Council for North-west.
The two governors recently held a closed door meeting; a development that has left political observers guessing.

For Niger State Governor Muazu Babangida Aliyu, it was not necessary to shake hands with
Governors Amaechi and Aliyu Wamako (Sokoto) at the Council of State meeting. Instead, Aliyu bypassed the duo to exchange pleasantries with former Chief Justices of Nigeria, Justices Alfa Belgore and Dahiru Mustapha.

The chairman of the PDP Governors' Forum and Akwa Ibom State Governor Godswill Akpabio
appeared jolted as he watched the two factional chairmen of the Nigerian Governors' Forum (NGF), Amaechi and Jonah Jang shaking hands.

Since 2013, Amaechi and Jang have been laying claim to the chairmanship of the Nigerian Governors' Forum.
The Council of State meeting, which commenced at 11.30am is still going on as of the time of filing this report.

Council Of State Concludes Meeting, Says Election Will Hold This February - Politics

Council of State rejects election postponement

The Council of State on Thursday rose from a seven-hour meeting, advising the Independent National Electoral Commission to go ahead and perform its constitutional responsibility of conducting the 2015 elections.

Governor Rochas Okorocha of Imo State told State House correspondents that INEC told the council that it was ready for the conduct of the election.

He said security chiefs also expressed their readiness but raised issues about some local governments currently under the control of the Boko Haram sect.

The implication, he said, is that elections will not hold in the affected areas.

But Governor Olusegun Mimiko of Ondo State claimed that the council advised INEC to consider all the inputs made during the meeting with a view to taking a decision it will announce to Nigerians later.

Keke Driver Burns To Death After Being Chased By Policemen (graphic Photo)

According to our good friend Bonario Nnags who sent in the report, the incident happened early this morning at Gudu roundabout in Abuja. He said policemen in their van were chasing a Keke driver and during the chase, the Keke tumbled and caught fire. The only passenger in the Keke managed to escape unhurt but the driver wasn't so lucky. Bonario said seeing the Keke and driver on fire, the police quickly left the scene, leaving the man to burn to death. He said this enraged other Keke drivers and some people who witnessed the incident and they began to protest. He said it took the intervention of military men to disperse the protesters.

One of the protest leaders, Olatunde Daniels told reporters that the group will resist any attempt by the government to postpone the elections, saying that Nigerians are ready for election, and that no amount of propaganda will make Nigeria allow the ruling party truncate Nigeria’s democracy.

Several of the protesters carried placards with inscriptions that read: “No to election postponement”, “Nigerians are ready for elections”, “On Feb.14th we stand” ,”Democracy must survive, GEJ, you claimed you have improved power sector and built 200 roads, why are you afraid of election.”

As at the time of publishing this report the protesters have gathered in sizable numbers in front of Eagle Square where well armed anti-riot mobile policemen blocked them from going further. The protesters began chanting anti-government songs.

Audit Report Indicts NNPC, Corporation To Refund $1.48billion

The forensic audit conducted by the audit firm of PriceWaterHouseCoopers on behalf of the Federal Government on the operations of the Nigerian National Petroleum Corporation [NNPC] has indicted the management of the national oil company for various questionable transactions.

Part of the recommendations include that the Nigerian Petroleum Development Company, NPDC, the upstream subsidy of the NNPC should refund about $1.48billion to the Federation Account for various unreconciled transactions.

President Goodluck Jonathan had on Monday publicly received the report a day after a former Governor of the Central Bank of Nigeria [CBN], Chukwuma Soludo, wrote a long, acerbic article accusing the managers of the Nigerian economy of misappropriating over N30trillion of public funds, including several billions in oil money.

The forensic audit was commissioned following allegation by the immediate past Governor of the CBN, Lamido Sanusi, that about $20 billion oil money was missing from the NNPC.

The Presidency had on March 12, 2014 announced, through a statement by the president’s spokesperson, Reuben Abati, that it had authorised the engagement of reputable international firms to carry out the forensic audit of the accounts of the NNPC.

The allegation that the huge amount had been stolen was raised in 2013 by a former governor of the Central Bank of Nigeria, Lamido Sanusi, who is now the Emir of Kano.

Mr. Sanusi said as much as $49 billion was diverted by state oil company, Nigerian National Petroleum Corporation, NNPC.

He later reviewed the amount to $20 billion, and called for investigations after writing to
President Goodluck Jonathan.

A Senate probe into the allegation yielded no result. Mr. Sanusi was later fired by President Jonathan after he was accused of “financial recklessness”.

The government said no money was missing, but promised a forensic investigation of NNPC.

In April 2014, the Minister of Finance, Ngozi Okonjo-Iweala, announced the appointment of the accounting firm, PriceWaterHouseCoopers (PwC), to conduct a detailed investigation into the accounts and activities of NNPC.

The minister said the investigation, under the supervision of the Office of the Auditor-General of the Federation, would take about 16 weeks.

That schedule meant at most by September 2014 ending, the report should have been ready. A two-month delay meant the report should have been ready by November.

But the government only publicly received the report on Monday.

Jordan launches airstrikes against ISIS in Syria

)Jordanian fighter jets have returned home after carrying out missions, state-run TV reported Thursday.
There was no immediate word on what the missions were or where they took place, but a government spokesman said most targets would be in eastern Syria.
"The plan ... is to go after (ISIS) targets in order to degrade them and defeat them," spokesman Mohammed al-Momani said. "We want to make sure that they will pay for the crime they did and the atrocity they did to our pilot."
Al-Momani said the airstrikes were being coordinated with coalition allies.
Jordan is riding a wave of anger following the brutal killing of one of its pilots by ISIS. A video posted by the group showed Lt. Moath al-Kasasbeh being burned alive while confined in a cage.
    The 27-year-old's family is calling for revenge.
    The airstrikes came as mourners by the thousands poured into al-Kasasbeh's hometown, the village of Ay, to pay their respects to the family.
    King Abdullah II led a delegation of high-level dignitaries and senior tribesman.
    Thursday's military response comes a day after Jordan executed two prisoners -- Sajida al-Rishawi, a would-be suicide bomber whose release ISIS had previously demanded as part of a prisoner exchange, and Ziad Karbouli, a former top aide to the deceased leader of al Qaeda in Iraq, Abu Musab al-Zarqawi.
    At the time, the pilot's father demanded that his country do more.
    "These were criminals and there is no comparison between them and Moath. His blood is more valued than Sajida al-Rishawi and Ziad Karbouli," al-Kasasbeh's father, Safi, said. "I demand that revenge should be bigger than executing prisoners."
    His son's horrific death was recorded, and the video was posted online Tuesday.
    CNN is not showing the images, which drew global condemnation and prompted protests and vows of retaliation in Jordan.
    King Abdullah has promised a strong response, saying that ISIS isn't just fighting his nation, but warring against "noble Islam."

    Yakubu Joins Reading, Ideye To Qatar - Sports

    It was a busy day for some Nigerian players in the various leagues in Europe as the January Transfer Window closed on Monday.

    The biggest move involving a Nigerian was with English Championship side, Reading FC, as a former Super Eagles forward, Yakubu Aiyegbeni joined the club. The deal was sealed on a free transfer till the end of the season.

    According to the club’s official website, the 32-year-old, who last played for Qatari side, Al Rayyan, was given the jersey number 20 and will be eligible to play in the club’s next match against Wolvehampton Wanderers this weekend provided all clearances are completed.

    Club manager, Steve Clarke, told the club’s website, “An experienced goalscorer, Yakubu brings a fantastic scoring record to this club and his addition will complement the strikers we’ve already got at Reading and help us to improve as a team in latter stages of the season.

    “I know all about him as a player and I have heard very good reports about him as a personality in the dressing room. He is no-risk signing for us and I look forward to him scoring goals for Reading Football Club.”

    Yakubu is the highest ever scoring African in England with 138 goals from 346 appearances, 96 of which were scored in the English Premier League.

    He scored three goals in eight appearances for Al Rayyan and will join fellow Nigerian, Hope Akpan, as Reading move to beat relegation.

    While Yakubu was moving from Qatar to England, West Bromwich Albion’s club record signing, Brown Ideye, was on the verge of making a move to Qatari side, Al Gharafa, as at press time.

    The £10m player, who obviously arrived in England with the wrong scoring boots, has scored only a goal in the league since joining Albion in the summer.

    On deadline day, another Nigerian winger, Sheyi Ojo, also joined Wigan Athletic on loan from Liverpool until the end of the season.

    The 17-year-old, who did not make a first team appearance for the Reds since he joined Liverpool from MK Dons in 2011, told the club’s website that he hoped to make an impact at his new club.

    Why Buhari Cancelled US Trip - Politics

    •Certificate saga, human rights records scare APC candidate

    IT emerged on Saturday that the Presidential candidate of the All Progressives Congress (APC), General Muhammadu Buhari jettisoned his advertised trip to the United States of America because of the fear of being questioned over his involvement in the post 2011 election violence and his certificate saga.

    The APC Campaign Organization had confirmed two weeks ago that the General would visit the United States to address some Diasporal Nigerians, but it emerged last week that Buhari had jettisoned the trip on fears his compatriots would batter him with questions over his involvement in the 2011 election saga which led to the death of 800 Nigerians, including ten Youth Corps members.

    The Northern Coalition for Democracy and Justice (NCDJ) a group of Northern Pro-democracy activists had, some months ago, petitioned the International Criminal Court(ICC) in the Hague alleging that Buhari ‘s party was to be blamed for the 2011 post election violence.

    The General had also been involved in a certificate saga, which remains unending despite spirited effort by the opposition party to keep it under the table.

    The group had engaged a prosecutor, Mr. Goran Sluiter, a human rights lawyer who had filed a charge against the Buhari at the Hagues, while the NCDJ had also last week petitioned the United States Secretary of States, Senator John Kerry, asking the US to facilitate Buhari’s extradiction to the Hague for trial over the death of some 800 persons in the post election violence of 2011.

    In the letter dated January 25, 2015 and titled: “The role of General Muhammadu Buhari in the 2011 post election violence in Nigeria,” which was signed by Dr. Ibrahim Baba , Secretary Research and Documentation, Mr. Yunana Shubkau, Publicity Secretary and Umar Farouk, Secretary General, the NCDJ said it had dragged General Buhari to the International Criminal Court but needed the backing of the US to have Buhari repatriated to the court.

    The letter read in part: “Conducts of political actors particularly statements credited to General Buhari and others in the year 2012, 2013 and 2014 during the build up to the 2015 elections is in the context of politically motivated sectarian violence. And a threat to the conduct of peaceful, free, fair and transparent elections in Nigeria.

    “Therefore as an integral part of the international community, the United States have an unambiguous obligation to facilitate the prosecution of individuals responsible for the 2011 post election violence recorded in Nigeria and to checkmate reoccurrence of the same dastardly act in 2015 during the general elections in Nigeria.

    “Northern Coalition for Democracy and Justice instituted legal action for human rights violation against Gen. Muhammadu Buhari before the ICC at the Hague.

    It is in view of the ample video, audio and documented evidence to support a prosecution against him at our disposal that we urge the United States Government to facilitate his hand over to the International Criminal Court as there is incontrovertible evidence against him which supercedes that of Mr. Laurent Bagbo of Ivory Coast and Uhuru Kenyata of Kenya

    General Buhari's Military Government - Politics

    It's hard to get the real truth about General Buhari's first government when all the storytellers are trying to influence our votes. President Jonathan's people want us to believe that it was a terrible time for Nigerians, but General Buhari's people say it was blissful and lovely.

    I found the stories and quotes below on the US library of congress website (via barcanista, ironically). They're very balanced and objective, so please let's all read them very carefully. I have consciously chosen not to highlight the paragraphs that I might personally consider to be important since that will introduce bias.

    1. NIGERIA: The Buhari Regime

    On December 31, 1983, the army struck again. This time the brazen corruption, the economic mismanagement, and the inept leadership of civilians provided the grounds for military intervention. Indeed, conditions had deteriorated so much in the Second Republic that when the coup came, it was widely acclaimed. Major General Muhammadu Buhari, a Hausa/Fulani northerner from Katsina State and a former member of the SMC in the Muhammad/Obasanjo governments, became the head of state. Because of the great powers that his second in command, Major General Tunde Idiagbon, chief of staff at Supreme Headquarters, was believed to wield, many commentators refer to this government as the Buhari/Idiagbon regime. In broad outline, the structure of government remained essentially the same as it was under Muhammad and Obasanjo. At the apex was the SMC, and the subordinate bodies were the Federal Executive Council and the National Council of States.

    The urgent task before the government was to salvage the country's economy, which had suffered from the mismanagement of the Second Republic and from the rapid drop in the price of crude oil. Nigeria had become heavily indebted to several foreign monetary agencies, and the price of crude oil had begun to slide. Buhari believed that urgent economic problems required equally urgent solutions. He also thought that it was not a pressing issue to prepare to hand power over to civilians; in fact, all of Nigeria's military regimes have ruled without the benefit of democratic checks and balances.

    The Buhari government investigated and detained the top political leaders of the Second Republic, holding them responsible for economic excesses of the previous regime. Constraints were placed on various groups, including the Nigerian Medical Association, which was outlawed, and the National Association of Nigerian Students, and it promulgated two decrees that restricted freedom of the press and suppressed criticism of the government. Decree Number 4 forbade any journalist from reporting information considered embarrassing to any government official. Two journalists, Tunde Thompson and Nduka Irabor, were convicted under the decree. Decree Number 2 gave the chief of staff at Supreme Headquarters the power to detain for up to six months without trial anyone considered a security risk. Special military tribunals increasingly replaced law courts while the state security agency, the National Security Organisation, was given greater powers.

    Buhari's controls also extended to his efforts to deal with the problems of "indiscipline" in the areas of environmental sanitation, public decorum, corruption, smuggling, and disloyalty to national symbols such as the flag and the anthem. He declared a War Against Indiscipline and specified acceptable forms of public behavior, such as a requirement to form lines at bus stops. The main concern, however, remained the economy. The government introduced a comprehensive package of austerity measures. It closed the country's land borders for a period to identify and expel illegal alien workers and placed severe restrictions on imports and heavy penalties on smuggling and foreign exchange offenses. The austerity measures made it difficult for local industries to procure essential imported raw materials, leading many of them to close or to operate at greatly reduced capacity. Many workers were laid off, and government itself retrenched many workers to increase its "cost effectiveness." All of these actions were accompanied by high inflation. The price of basic food items rose, and life became increasingly difficult, even for the affluent.

    Despite the increased efficiency with which Buhari and his associates tackled the multifaceted national crisis, the regime's inflexibility caused discontent. The latter was the main justification given for the overthrow of Buhari by General Babangida in a palace coup on August 27, 1985, although the personal ambition of Babangida was an important contributing factor.

    2. Nigeria: RETURN TO MILITARY RULE

    On December 31, 1983, the military seized power once again, primarily because there was virtually no confidence in the civilian regime. The fraudulent election was used as an excuse for the takeover, although the military was in fact closely associated with the ousted government. More serious still, the economy was in chaos. The true cost of the failure to use earlier revenues and foreign reserves to good effect now became apparent.

    The leader of the coup d'état was Major General Muhammadu Buhari of Katsina, whose background and political loyalties tied him closely to the Muslim north and the deposed government. Buhari had been director of supply and services in the early 1970s, military governor of Northeast State at the time it was divided into three states, and federal commissioner for petroleum and mines (1976-78) during the height of the oil boom. At the time of the coup, he was commander of the Third Armored Division in Jos.

    Buhari tried to restore public accountability and to reestablish a dynamic economy without altering the basic power structure of the country. The military had become impatient with the civilian government. Corruption in particular was out of control, and the fraudulent election had been too obvious. Because the civilians in the NPN could not control the situation, the military would try its hand. Nonetheless, Buhari's political and economic aims were almost identical to those of the NPN (see The Buhari Regime , ch. 4).

    The military regime conducted tribunals to curb corruption, and many scandals were revealed. Once again the civil service was cleansed, although on a smaller scale than the purge of 1975. This time, however, the military tried to achieve two aims. First, it attempted to secure public support by reducing the level of corruption; second, it demonstrated its commitment to austerity by trimming the federal budget. As a further attempt to mobilize the country, Buhari launched a War Against Indiscipline in spring 1984. This national campaign, which lasted fifteen months, preached the work ethic, emphasized patriotism, decried corruption, and promoted environmental sanitation.

    The campaign was a military program for reform and mobilization that achieved few of its aims. In practice, unemployment was on the rise as the recession worsened, so that speeches about working hard seemed out of place. The appeal to Nigerian nationalism had the negative effect of restricting the flexibility of the government in international negotiations over the debt. The campaign was enforced haphazardly; some people were executed or given long jail terms while others were allowed off if they were well-connected. Environmental sanitation meant that the state capitals had to be cleaned up, and the principal target was the petty bourgeoisie that eked a living out of selling services or retailing commodities on a small scale. Their "illegal structures"--market stalls and workshops along the streets--were destroyed, and widespread resentment resulted among the small traders, repairmen, and others in the self-employed service sector.

    The regime attempted to stifle criticism. Journalists were harassed, and many critics were arrested. Symbolically, the arrest of the popular musician, Fela Ransome-Kuti, personified the crackdown. Ransome-Kuti's lyrics sharply mocked the government's inability to deal with national problems. The National Security Organisation (NSO) became the principal instrument of repression. The NSO, created in 1976, had played only a marginal role in Nigerian politics until the Buhari regime. Buhari appointed Rafindadi, a civilian, as head of the NSO, and under Rafindadi, Nigeria experienced the harassment and insecurity of a secret police force for the first time. Fortunately, the NSO proved to be inefficient, and subsequent reaction to its operations led to its reorganization.

    Buhari's biggest problem was Nigeria's foreign debt. Negotiations with the International Monetary Fund (IMF--see Glossary) dragged on, and in the end efforts to reschedule the debt failed (see The Debt Overhang , ch. 3). Although Buhari was committed to austerity, the IMF insisted on even more drastic measures to cut spending, devalue the currency, and otherwise restructure the economy than most Nigerians were willing to accept. Buhari had to accede to the strong and vocal opposition to the IMF terms. Nigerian nationalism won out over economic necessity, at least in the short run. Furthermore, by the end of 1985 there was considerable frustration within the army. The army had been reduced in size steadily since the end of the civil war, from a total of about 275,000 in 1969 to about 80,000 by the end of the 1980s (see Demographic Factors and the Defense Budget , ch. 5). The economic crisis, the campaign against corruption, and civilian criticism of the military undermined Buhari's position, and in August 1985 a group of officers under Major General Ibrahim Babangida removed Buhari from power.
    3. Nigeria: POLITICAL TRANSITIONS AND TRANSITION PLANNING

    Political transition in Nigeria has been based not only on the military ruler's conviction that civil rule was desirable but also on the expectation of the people that, after the military performed its rescue operation, it should turn power over to civilians. Gowon and Buhari failed to meet this expectation, reducing their popular support and resulting in their overthrows. In accepting demilitarization as a necessary process, political transition has been on the agenda of every military government since Ironsi's, with the probable exception of that of Buhari. Ironsi set up a Constitution Review Committee, whose task was overtaken by the promulgation of the unitary decree; Gowon designed a transition plan, which he later aborted; the Muhammad/Obasanjo governments successfully executed a transition program and handed power over to civilians; and Babangida in 1990 was implementing a transition program, designed to culminate in civilian rule in 1992.


    4. Nigeria: Human Rights

    Under the Buhari regime military security was the criteria for judicial action, often in the form of military tribunals. The government not only gave the NSO greater powers but also promulgated decrees that directly violated human rights. The most notable were State Security (Detention of Persons) Decree Number 2 of 1984, which empowered the chief of staff at Supreme Headquarters to detain anyone suspected of being a security risk indefinitely without trial (detention was for three months initially, and then renewable), and Decree Number 4, which made the publication of any material considered embarrassing to any government official a punishable offense. Under Decree Number 2, many people considered "enemies" of the government were detained in NSO cells and allegedly tortured. Second Republic government officials, whom the Buhari regime held collectively responsible for the economic mess, were detained without trial or were tried by special military tribunals. At these tribunals, the accused was assumed guilty until proved innocent rather than innocent until proved guilty. Journalists and media organizations were regularly harassed by security agents; organized interest groups whose members dared to criticize the government openly or engage in demonstrations or strikes were proscribed.

    The most active human rights group in Nigeria in 1990, the Civil Liberties Organisation (CLO), founded by a group of young lawyers led by Olisa Agbakobe, emerged during the Buhari days. Before its emergence, human rights groups included the local branches of Amnesty International, far less effective than the parent organization, and the Nigeria Council for National Awareness, founded after the assassination of Murtala Muhammad to protect a just and humane society. Several other organizations criticized the government's violations of civil rights and urged remedial measures. These groups included NANS, the NBA, the NLC, and the Nigeria Union of Journalists. In 1988 another human rights organization, the Committee for the Defence of Human Rights, was founded by Dr. Beko Ransome-Kuti, the radical deputy chairman of the NMA detained under the Buhari government.

    When Babangida toppled Buhari in August 1985, one of his main arguments was the need to restore civil liberties. The new regime prided itself on being a defender of human rights, and many of Babangida's initial acts justified his human rights posture. He scrapped the NSO, threw open its cells and replaced it with the State Security Service (SSS) and other agencies; he released most of the politicians detained without trial and drastically reduced the jail terms of those already convicted; he appointed Bola Ajibola, the NBA president noted for his human rights advocacy, as minister of justice and attorney general; he scrapped Decree Number 4 and reduced the punishment for drug traffickers from public execution to jail terms; he annulled the proscription of "radical" groups such as the NMA and NANS; and he persisted with plans to restore civilian rule by 1992.


    5. Nigeria: Constitutional and Political Framework

    The regime of General Muhammadu Buhari (which held power for twenty months from December 1983), in Decree Number 1, suspended and modified parts of the constitution to empower the FMG to issue decrees signed with the force of law. It also vested all executive authority in the head of the FMG, who exercised it in consultation with the Supreme Military Council (SMC). The SMC was composed of the head of the FMG as president of the council; the chief of staff, Supreme Headquarters; the minister of defense; the chiefs of the army, navy, and air staffs; the general officers commanding the four army divisions; the commander of the Artillery Command; the attorney general; the inspector general of police; six other appointed senior military officers; and other members that the SMC might appoint. Its principal functions were to determine national policy on major issues and on all constitutional and national security matters and to appoint and to ratify appointments of top government, military, and public officials.

    A National Council of State, composed essentially of the same officials as the SMC except for the line military commanders, was also established. Finally, Decree Number 1 provided for a National Defence and Security Council which, under the direction of the SMC, was responsible for matters of defense and public security. This council, which replaced the National Defence Council of the Second Republic, had as its members the head of the FMG as chairman; the chief of staff, Supreme Headquarters; the ministers of defense, of external affairs, and of internal affairs; the three service chiefs of staff; the director general of the Nigerian Security Organization; the inspector general of police; and others appointed ad hoc by the head of the FMG.
    6. Nigeria: Security and Anticrime MeasuresThe Buhari and Babangida military administrations relied heavily on decrees and special tribunals to regulate public life and punish offenders.

    Soon after his takeover on December 31, 1983, Buhari issued a decree imposing life imprisonment on anyone found guilty of corruption, and he set up four tribunals consisting of three senior officers and a judge to try almost 500 political leaders detained since the coup.

    State Security (Detention of Persons) Decree Number 2 of 1984 suspended constitutional freedoms, empowered the chief of staff, Supreme Headquarters, to detain indefinitely (subject to review every three months) anyone suspected of "acts prejudicial to state security or . . . [contributing] to the economic adversity of the nation." The decree also authorized any police officer or member of the armed forces to arrest and imprison such persons.

    Likewise, the Recovery of Public Property (Special Military Tribunals) Decree Number 3 of 1984 set up tribunals to try former officials suspected of embezzlement and of other forms of misappropriation, also without right of appeal.

    The Exchange Control and Anti-Sabotage Tribunal dealt with certain economic crimes; a new press control law, Decree Number 4 of April 1984 (received August 1985), was enforced by a similar special tribunal, without appeal rights.

    The Special Tribunal (Miscellaneous Offences) Decree covered a wide range of offenses, including forgery, arson, destruction of public property, unlawful vegetable cultivation, postal matters, and cheating on examinations.

    By July 1984, Buhari had issued twenty-two decrees, including two retroactive to December 31, 1983, prescribing the death penalty for arson, drug trafficking, oil smuggling, and currency counterfeiting.

    In a related attempt to combat public indiscipline, Buhari's chief of staff, Brigadier General Tunde Idiagbon, launched a largely symbolic and ineffective nationwide War Against Indiscipline (WAI) campaign in spring 1984

    7. Whereas Buhari was stern and resolute, Babangida was deft and tactical.


    8. Under the Buhari administration, the NSO engaged in widespread abuses of due process, including detention without charge and trial, arrests without pretext, and wiretapping.


    9. By the time Shagari decided to initiate IMF-inspired austerity measures under the Economic Stabilization Act (1982), the problems of the economy required more drastic measures. This act, however, provided the blueprint for the austerity measures subsequently introduced by Buhari and by Babangida.


    10. General Buhari freed 2,500 prisoners, including 144 political detainees, in early 1985


    11. Thanks in large part to the overthrow of Nigeria's second civilian administration, the Second Republic headed by President Shehu Shagari, at the end of 1983 and of the military government of General Muhammadu Buhari in 1985, the Fifth National Development Plan was postponed until 1988-92.


    12. The weak political coalition government, the end of the oil boom, the strain of recession, and fraud in the 1983 elections caused the army to step in again at the end of December 1983 January 1984 under Major General Muhammadu Buhari, who sought to end widespread corruption. The army removed Buhari in August 1985, substituting Major General Ibrahim Babangida and the calling the new governing military body Armed Forces Ruling Council.

    Public disenchantment with the military in the 1980s and 1990s caused increasing demands for democracy, the elimination of military tribunals, and an end to Decree Number 2, passed during the Buhari regime.

    Ex-Adamawa Governor, Murtala Nyako's Son Wanted By EFCC - Politics

    A former governor of Adamawa State, Murtala Nyako, has been declared wanted by the anti- graft agency, the Economic and Financial Crimes Commission [EFCC].

    Also wanted by the EFCC is the son of the ex-governor, Abdul Aziz Murtala Nyako, a retired Naval officer.

    Both are wanted in a case of criminal conspiracy, stealing, abuse of office and money laundering.

    The EFCC had in June 2014, shortly before the former governor was impeached, frozen the bank accounts belonging to the state government in what it then called a precautionary measure to safeguard the state treasury amidst evidence of looting uncovered by its operatives.

    The commission had alleged massive looting of the treasury by top officials of Adamawa State government under Mr. Nyako, a development that, at the time, led to the arrest and questioning of key officials, including then Secretary to the State Government, the then State Commissioner for Finance, the then Commissioner for Higher Education, the then Accountant General of the State and the then Permanent Secretary, Ministry for Local Government.

    The EFCC said at the time that its investigation was triggered by petitions alleging massive looting of the treasury by the governor and his cronies through an illegal department called Special Programme and Project Units, SPPU, which engaged in over invoicing and inflation of contract.

    “In the course of investigation, a critical analysis of the Joint State/Local Government account reveals massive cash withdrawals,” a source at the commission had told PREMIUM TIMES at the time.

    The EFF official accused the then Permanent Secretary of Local Governments of making cash withdrawals of over N2 billion in 181 different transactions, scattered in tranches of N3 million, N4 million, N8 million and N9 million per transaction from the State/Local Government account domiciled with First Bank between 29th of August 2011 and 2012.

    He also allegedly made similar cash withdrawals amounting to over N500 million between March 6, 2008, and March 4, 2011, from another Joint account domiciled in Keystone Bank, the source added.

    “Other officials of the ministry who allegedly looted the Joint Account include Justina Jari, a Principal Accountant with the ministry who made cash withdrawals to the tune of N600 million from the Joint Account between October, 2009 and February, 2011.

    “Another staff of the ministry, Abdulhakeem Mohammed was also alleged to have withdrawn about N3 billion from the account between February 2007 and May 2011. Two other staff, Mercy Wanje and Jumai Salihu were also said to have made withdrawals of N1 billion and N160 million from the account respectively,” the source said.

    “On a single day, another staff called Haruna Hamali, a principal store officer made a cash withdrawal of over N70 million from the same account,” he said.

    “The withdrawals were made and the money returned to top officials of the state government as narrated and confirmed by the officials who made the withdrawals.

    “The state officials were arrested in connection with the withdrawals and other ongoing investigations,” the EFCC official said at the time.

    Mr. Nyako was later impeached by the State House of Assembly. His whereabouts have remained unknown ever since.

    Five governors on the platform of People’s Democratic Party, especially those from the northern part of the country will soon dump the party for All Progressive Congress, Chief Odigie Oyegun, the National Chairman of the APC said in Benin City, Edo State, on Wednesday.

    Oyegun said he has held meetings with the said governors and he (Oyegun) has directed them to start the formalities for defection in their various states.

    “Let me reveal to you people today that very very soon, you will hear of an earthquake that will consume PDP in this country. As I’m talking to you people now, I have held meetings with some governors that want to join the APC from the PDP. Let me not release the cat out of the bag. But let me assure you that few hours to the presidential and National Assembly elections, the PDP canoe will sink.

    “You can see that our President and his party PDP have engaged in one character assassination or the other, yet we are focusing on our campaigns of issues and not names calling.

    “The hand writing is so clear , February 14th , 2015 is love day , that date is a special day for our party , as from that day Jonathan will start to park his belongings away from Aso Rock .

    “The elections cannot be postponed and they cannot rig it either. Just go there that day, vote and protect it. It is evidently clear that PDP and Jonathan are running scared.

    “It is laughable that an NSA, Col. Dasuki, that cannot advice the President on how to tackle insurgency in Nigeria, is calling for elections’ postponement.”

    A former Chairman of the Economic and Financial Crimes Commission (EFCC), Mallam Nuhu Ribadu, has stated that it was impossible for N30 trillion to be ‘missing’ from the nation’s treasury.

    A one-time Governor of the Central Bank of Nigeria (CBN), Prof. Charles Soludo, had in an article alleged that “over N30 trillion is missing or stolen or unaccounted for, or simply mismanaged” under the watch of the Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala.

    Ribadu, in an interview with the News Agency Nigeria (NAN) in Abuja said: “I was baffled and got deluded for anyone to say that N30 trillion got lost. I think we just have to look at what we earn as a country and what our budget had been in these few years, and see how possible it is and if everything we earned is not up to that within the period she has been the minister, which is about three to four years, (how can that be?)

    ``And for somebody to say that N30 trillion is missing is baffling, especially if you know what our budget is these years. We need to be careful to avoid more damage to our nation because there are certain things that when it comes out, it will never go back again,’’ he said

    Ribadu stated that while working under former President Obasanjo, Okonjo-Iweala was the leader of the Economic Management Team and coordinated the economic policy of the administration effectively.

    ``I challenge anybody to say that she stole N1 at that time; we were all there. I was in charge of EFCC and I want to hear anybody say that she did this and that.

    ``And I followed her up till now; I think it is somehow uncharitable for someone to come out to say that such an amount of money was missing under her watch,’’ he said .

    Ribadu, who is also the governorship candidate of the Peoples Democratic Party (PDP) in Adamawa State, said it was unfortunate for such controversies but noted that Okonjo-Iweala was one of the most respected Nigerians with unimpeachable integrity.

    He added that when he worked with her, she exhibited a nationalistic attitude that was not questionable and believed in any policy that could take Nigeria and its people high.
