Jega Addresses Senate On Poll Shift

The chairman of the Independent National Electoral Commission, Prof Attahiru Jega has said that his Commission was set for the Presidential and National Assembly elections on February 14, but the national security adviser, retired Colonel Dasuki Sambo, and the service chiefs forced them to be postponed to March and April.
INEC's Chairman, Attahiru Jega.
INEC’s Chairman, Attahiru Jega.
Jega spoke when he appeared before the Senate to demonstrate the workings of the Permanent Voter Cards and Card Reader Machines. Jega said both electoral instruments are in accordance with the Electoral Laws.
The INEC boss said the Card Reader Machines can work for 12 hours without electricity. He also said they had been tested in 13 states.
According to him, the INEC is empowered to change the Temporary Voter Cards for the PVCs.
He said the six weeks period of extension for the elections will further ensure free and fair elections. Jega, according to the Eagle, tested the use of the PVC and the Card Reader Machines with the PVC of Senator Bukura Yerima.
As soon as the PVC was slotted into the Card Reader Machine, it displayed the photograph of Yerima, who is from Zamfara state.

Jega also has revealed that his commission conducted a mock test on the card readers to be used in the 2015 general elections in all six geopolitical zones of the country. He said the  card readers passed all thirteen tests it was subjected to which examined their effectiveness and reliability.
According to Daily Post, Jega noted that INEC national commissioners have been dispatched to the states to supervise the distribution of the voter cards, adding that they went with the card readers which would be distributed within the area they were sent to.
After Jega’s presentation,  the Commission’s director of ICT, Chidi Nwafor, addressed the senate on the nature of the card readers, their level of deployment and demonstrated how they work.
The process was also tested on Senator Chris Ngige, as well as Senator Bukola Saraki.
Jega added that it would be “unconstitutional” to postpone the elections again after the initial six-week move. “I don’t see how anybody can contemplate any extension beyond these six weeks because there are no constitutional grounds on which you can do that”, he is quoted as saying by Vanguard.
Earlier today the INEC released the latest figures showing the progress the commission has made in distributing permanent voters cards across the country as of February 17, 2015.

INEC Cannot Guarantee That March 28 Election Will Hold - Jega

New details emerging from the outcome of the meeting between the chairman of the Independent National Electoral Commission (INEC) and the Senate indicate that Jega is unsure if the March 28 election will hold.

According to Premium Times, Atahiru Jega at a meeting with Senators on February 18, Wednesday, could not guarantee that the 2015 general elections will hold on rescheduled dates in March and April.

The INEC Chairman said the electoral commission could not guarantee aspects of the poll that are beyond its control.
This revelation by Jega may heat up the polity even more, as the All Progressive Congress (APC) continues to raise fears that the presidency may be planning another poll shift.
Under the Nigerian law, a further six-week extension of the elections is possible, a prospect which has been opposed by many Nigerians and the international community.
This uncertainty has lead to many seeking a guarantee by the electoral body that the elections will hold on the rescheduled dates in March and April.
But while responding to a question by George Akume, Senate Minority Leader, on the sanctity of the new dates, Mr. Jega said it was difficult for him to respond, saying he could only give assurances over aspects within the control of INEC.

He refused to commit himself to the “sanctity” of March 28 and April 11 dates for the rescheduled general elections.

Also at the meeting, Jega revealed that the commission won’t be repealing the decision to use Card Readers for this year’s polls. He said that his commission did not go outside of the law with the introductions of these card readers.
Recall that the Senate summoned Mr Attahiru Jega over the postponement of the country’s general elections. The Senate sought a clarification over the postponement of the poll.

Omokri Blasts Sahara Reporters Over False Report

Reacting to news by Sahara Reporters that he has been sacked for failing to competently carry out his duties as the president’s social media strategist. Reno Omokri has taken it upon himself to reply Sahara Reporters on the allegations leveled against him.  Excerpts below
When saharareporters.com was created, it was seen as a website that would promote good governance and social Justice by removing the veil that gave some governments and government officials cover to do things that did not promote the well being of the citizens and the nation they governed.

The site quickly established a reputation as a medium for ground breaking news and Nigerians flocked to the site making it the most popular website in Nigeria as at 2009.
But as the British Philosopher, Lord Acton once noted, ‘power corrupts, and absolute power corrupts absolutely’.
Having had a taste of power, the power that control over the dissemination of information brings, those behind the website gradually began to metamorphose into those they had once targeted-the power hungry tyrants who misuse power to serve a personal agenda while passing it off as a national agenda.
Once a watering hole for anybody who wants to know the truth that those in power do not want you to know, saharareporters.com has reduced itself to a site that is a massive gatherer of negative information on those whose political and ideological leanings differ from the operators of saharareporters.com.
Whether the information they publish is true or not isn’t the concern of the site. Their concern is that it tarnishes the government irrespective of the collateral damage to the nation called Nigeria.
And aiding this site are foundations like The Omidyar Foundation and the Ford foundation who have variously given grants to saharareporters.com
ostensibly to promote government transparency and Social Media advocacy. But have these foundations given any thought to the possibility that they may be funding the subversions of democratically elected governments and Social Media tyranny?
Let me use myself as an example.
On the 14th of February, 2015, saharareporters.com published an article about me entitled ‘Jonathan’s Aide, Omokri Burglarizes House In Delta, Carts Away N25Million Meant For Buying Of Votes’.
In the story, they alleged that in the company of armed men, I invaded a house in Delta State, burglarized it and stole 25 Million Naira.
One of the codes of the ethics of journalism is that journalists should take responsibility for the accuracy of their work by verifying information before releasing it and use original sources whenever possible.
From this code was coined the phrase ‘when in doubt, leave out’.
Saharareporters.com has my contact details and Omoyele Sowore, the founder of the site, has called me on previous occasions. Other members of the staff of saharareporters.com have either called me or exchanged emails with me. As Special Assistant on New Media to President Jonathan of Nigeria, I am very responsive to the media.
Yet, despite having my contact details, saharareporters.com did not contact me to verify the details in their story before going to press.
Even the most cursory investigations by saharareporters.com would have exposed the fact that this story is entirely false.
Saharareporters.com and Omoyele Sowore pride themselves on having sources within the Nigerian Presidency.
If this were true, those sources would have told them that on the day and time (the morning of Tuesday the 10th of February 2015) they alleged that I led armed men to burglarize a property in Warri, Delta state, I was actually at my office at the Aso Villa Presidential Complex.
I was seen by officials of the Directorate of State Security who man the entrance to the Villa complex. I was sighted by the policeman who mans the gate to my office. I was seen by support staff at in the premises. I had meetings with senior officials in my office. I received guests including a Director and later a youth pastor in a ministry located in Abuja.
Prior to that time, I had a transaction with my personal banker in the banking district of Abuja. I also interacted with a pastor of the Christ Embassy Church in Mpape.
On that same day, I also performed pastoral duties in my capacity as the pastor of a local church in Abuja.
Moreover, I have not visited Delta State since December of 2012 when I visited Delta state to arrange my travels with a clergy man living in that state.
Finally on this score, a record of both my cell phones would show that they triangulated only within the Federal Capital Territory.
It therefore beats the imagination why, with the preponderance of easily available information that showed that their story could not possibly be true, saharareporters.com went ahead to publish this libelous story against me.
Sir Arthur Conan Doyle, the creator of the fictional detective, Sherlock Holmes, once said “Once you eliminate the impossible, whatever remains, no matter how improbable, must be the truth”.
It is impossible that saharareporters.com and Omoyele Sowore could not reach me to verify their story. This can only lead to the conclusion that malice was the motive of their story.
A number of prominent Nigerians have complained about the antics of saharareporters.com whose unethical and untruthful reporting has the capacity of severely eroding trust between the citizenry and the government.
The online site has reported that the President of Nigeria, President Jonathan had travelled at a critical time in the nation’s history even when he had not, has reported that the government of Nigeria had ordered gold plated iPhones as gifts even when this was untrue. These untruthful reports had the effect of inciting the citizens against their government and put the nation on edge until the reports were rebutted by the truth.
In all of these stories, the site and its promoters could have easily verified the truth but chose not to, preferring to publish lies.
Against the universally accepted journalistic ethic of seeking out truth and reporting it, saharareporters.com has sought out negative information without regard to whether or not it is true.
And what has been the result?
A site that was once the most popular site in Nigeria has slipped and is now not even featured amongst the top 30 sites in Nigeria (those in doubt can verify this information at alexa.com).
Its popularity has eroded and its infamy has resulted in more responsible newer sites such as Linda Ikeji’s blog (number 13) and naij.com (number 15) displacing it and pushing it to number 31 position in Nigeria.
The question at this juncture is this. Why have The Ford Foundation and The Omidyar Foundation as well as other philanthropic organizations continued to support this website?
Is it their aim to subvert the Nigerian state? Do they believe that by supporting this site financially they are promoting Good Governance? In their opinion, does good governance equate to supporting the opposition?
I encourage these organizations to invest a little sum on hiring an independent and objective media audit consultancy and have them appraise the activities of this site.
These organizations have much work to do in Africa and especially in its largest economy, Nigeria, and they must ask themselves how much of their other activities will be tainted by their involvement with this site.

Finally, let me remind the promoters of saharareporters.com of one truth that can never be suppressed- No matter how far falsehood has travelled, it must eventually be overtaken by truth.

APC Reps Fail Motion To Summon INEC Chairman

The lawmakers from the opposition All Progressives Congress (APC) stop the House of Representatives from summoning Professor Attahiru Jega, the chairman of the Independent Electoral Commission (INEC) over general elections.

Prof. Jega appeared before the Senate at about the same time the motion was decided.
The House Majority Leader, Leo Ogor (PDP-Delta), had in a motion at the plenary session, adviced the house to summon Mr. Jega to explain INEC’s readiness on the next month’s general polls.
Meanwhile, members of the APC in the House, who settled majority in the chamber, together with few others, denied the motion.

The motion, which was put to a voice vote by the Speaker, Aminu Tambawal, did not scale through, although similar motion was passed by the Senate on Tuesday.
The House has 360 legislators, out of which APC had 182; PDP, 155 and other parties, 23.
However, the House would on Thursday debate the legality or otherwise of the disposition of army to monitor the coming general polls.

It should be noted that Attahiru Jega at a meeting with Senators today, on February 18, could not warrant that the 2015 general elections will hold on rescheduled dates in March and April.
It was gathered that President Goodluck Jonathan supposedly prepared 10 more cases against his key opponent General Buhari and INEC to stop elections.

Cristiano Ronaldo ended a three-game goal drought as Real Madrid took control of their Champions League last-16 tie with Schalke in Gelsenkirchen.

The forward's form was questioned before kick-off but he headed in Dani Carvajal's cross to open the scoring.

He also created the second goal which arrived moments after Schalke's Felix Platte had smashed against the bar.

Marcelo capitalised, driving into the top corner, and the holders will take a healthy lead to Madrid on 10 March.

Los Blancos ended a 12-year wait to capture 'La Decima' - a 10th European Cup win - last season and thumped Schalke 9-2 on aggregate at the same stage of the competition.

While this result may not lead to such a convincing margin of victory, it was achieved with dominance from the start and Carlo Ancelotti's side ended with 61% possession.

Cristiano Ronaldo

Los Blancos have now won 10 straight games in the competition and with James Rodriguez to return from injury to assist Gareth Bale, Benzema and Ronaldo, they have a stockpile of talent to threaten retaining the trophy.

Ronaldo has a staggering 58 goals in 58 appearances in the competition but judged on his own incredible standards, the Fifa World Player of the Year's form was a hot topic at Ancelotti's pre-match news conference.

It took just 26 minutes for him to repay his manager's backing, beating Schalke goalkeeper Timon Wellenreuther to the ball to head home.

It was his 12th goal in as many away games in the competition and Madrid should have taken further control minutes later but Benzema could only drive at the goalkeeper's legs when clean through.

Schalke's solid early start - built on deep defending when Madrid kept possession - had been undone and only Wellenreuther's diving save prevented Ronaldo a second with a dipping free-kick.

Roberto Di Matteo's side lost ex-Madrid striker Klaas-Jan Huntelaar to injury before the break but stuck to their task defensively in the second period and will rue Platte's narrow miss.

The substitute rattled the woodwork from 18 yards with Iker Casillas beaten and Atsuto Uchida's follow up lacked the power or direction to level.

It would prove a key moment as when Ronaldo dribbled from the right flank to feed Marcelo, the Brazilian full-back drew his right foot to thunder into the top corner.

Only Barcelona and Juventus have won by a two-goal margin in the Champions League at the Bernabeu in the last 10 years but Schalke will need to do just that if they are to reach the quarter-finals for only the third time in their history.

Nigeria Lacks Institutions, Systems, To Prevent Corruption — Okonjo-Iweala

According to her, the absence of the relevant systems and institutions that will help check corruption has created opportunities for people to engage in the act.
Minister of Finance, Ngozi Okonjo-Iweala, has, until recently, claimed the Nigerian economy is in perfect shape
The Minister of Finance, Ngozi Okonjo-Iweala, said on Tuesday that corruption has persisted in Nigeria because it lacked the institutions, systems and processes to prevent it.
Mrs. Okonjo-Iweala made this known when she spoke on the topic: Preventing Leakages in the Nigerian Economy at the Catholic Caritas Foundation Forum in Abuja.
The minister gave the verdict despite the country having in place two key anti-corruption agencies – the Economic and Financial Crimes Commission and the Independent Corrupt Practices and other Related Offences Commission.
According to her, the absence of the relevant systems and institutions that will help check corruption has created opportunities for people to engage in the act.
“This thing has been with us and we must crack it. This is not something that started in this country today; but it is something that we must crack,” she said. “Fundamentally, we have to ask ourselves, why has this continued to be a problem? I am convinced that it is because we constantly look at the symptoms and not the cause of the disease.
The cause of the disease is we don’t have in place the institutions, the systems and the processes to block and prevent it in the first place. That’s the only difference between us and the people abroad.”
The minister assured that people would be compelled to do the right thing always if the appropriate systems were in place to block and prevent corruption.
She urged youth in the country to ask the relevant questions that would help tackle corruption.
She said: “This is so important now because of technology and I am a total fan of the use of technology and electronic platforms to block the leakages in this country. We must use them the way they are being used in other countries.”
Mrs. Okonjo-Iweala said that the introduction of the Government Integrated Financial Management System had helped to reduce physical movement of cash to make payments and curb corruption.
She said that the Integrated Personnel Payment System had also helped government to remove ghost workers from the system and save money in the process.
She said, “We have been able to weed out about 62,893 ghost workers till date saving N208.7 billion and we have not finished in the system. That is addressing the root cause.”
The minister said that the names of the persons found to be involved in the act had been sent to the ICPC for further action.
Mrs. Okonjo-Iweala said that through the electronic wallet system introduced by the Ministry of Agriculture, government had been able to reduce corruption in fertilizer distribution in the country.
According to her, 10.5 million farmers have been registered under the system with more than 6 million being able to access the product personally.
This, she said, had contributed to increased food production.
The minister said that with the creation of the Pension Transmission Administration Department as demanded by law, issues with old pension were being handled systematically
She said that 14 people were presently under trial for various pension scams in the country.
Commenting on the outcome of the forensic Audit on the alleged $20 billion missing oil money, she said the ministry had written to the NNPC asking it to remit the amount as directed by the auditors. (NAN)

Jonathan Approves More Than 20 Armed Soldiers, Police, Civil Defence To Edwin Clark’s Compound

Meetings are held daily with many anti-election supporters of Jonathan at Mr. Clark’s residence, Mr. Clark is said to preside over them
Edwin ClarkEdwin Clark
As the Nigerian army continues to battle insurgents with poorly supplied soldiers in the north, President Goodluck Jonathan has deployed more than 20 armed security agents to his godfather, Mr. Edwin Clark.
The security personnel include soldiers, mobile policemen, and civil defence agents and all of them are armed with sophisticated weapons.
As early as 10am, the security operatives were seen inside the compound, drinking various brands of beer and wine next to several exotic cars.
They later sauntered onto the nearby Haile Selassie Street to harass pedestrians and passing by vehicles.
On Tuesday when our correspondent visited the house, the security men were seen drinking inside the compound again.
A forlorn-looking Sgt. Anthony Bekalobe refused to take a Star Beer, which was being distributed by a Lance Corporal in the army.
Police Inspector Moses Chukwuma was seen happily drinking several cans of Star Beer with other soldiers in the compound.
Meetings are held daily with many anti-election supporters of Jonathan at Mr. Clark’s residence, Mr. Clark is said to preside over them.
Edwin Clark is the head of a group calling for the removal of the Chairman of the Independent National Electoral Commission, Prof. Attahiru  Jega

President Jonathan Cronies Secretly File 5 More Cases To Stop Buhari and INEC, Totaling 10

The number of cases filed by President Goodluck Jonathan aiming to abort the 2015 election has increased to 10, according to SaharaReporters investigations.
Of this number, three are targeted at stopping the Independent National Electoral Commission (INEC) from conducting the elections.
One of the latest cases was filed directly by the Attorney General of Plateau State and 28 others, seeking an order of the Federal High Court to prevent INEC from using the electoral register recently updated using Personal Voter Cards. The suit, titled Plateau State Government & 28 others V INEC, wants the commission to use the same voter register that was used in 2011.
Plateau State Governor, Jonah Jang, is President Jonathan’s Man Friday who heads the President’s faction of the Nigeria Governors Forum.
Other cases were filed by:
Selekaye Victor Ben, and targets the Presidential candidate of the All Progressives Congress party, Muhammad Buhari and the Nigerian Army.  Filed on February 11, the case seeks an order of the court to strip Buhari of all military entitlements and another order that would put Buhari under arrest.
“Presidential View and Endorsement Platform”, led by one Barrister Smart Iheazor, combines both Buhari and INEC.  It contends that Buhari’s name on the West African School Certificate certificate recently released by his school in Katsina is different from his current name.
Sergin Onuka Ibe, accusing Buhari of filing a false deposition with INEC; he seeks an order barring INEC and the APC from fielding Buhari as candidate in the 2015 election.
An unspecified litigant, who accuses Buhari of being in possession of a false party card in which he claims to be a “civil servant”.
Barrister Friday Ojealaro, claiming that Buhari is not clear and unambiguous, and should be disqualified;
Shield Jones Ufot V Buhari, filing a criminal complaint against Buhari before a Magistrate court in Abuja
Chukwunweike Okafor, against Buhari, APC and INEC, arguing that Buhari be disqualified and APC name struck out from partaking in the general election.
“Society for Advancement And Protection of Public Rights”, which asks the court to disallow the use of card readers and nullify the ongoing continuous voter registration; and
Philip Agbese against INEC, seeking postponement of the the elections until PVCs are provided to all registered voters.
SaharaReporters has further learnt that these cases were mostly assigned to one Justice Adeniyi Ademola at the Federal High Court in Abuja.  It is unclear why all the cases have been handed to one judge, but Justice Ademola is believed to be working hand in hand with President Jonathan to spring a surprise.
Justice Gabriel Kolawole of the same court had earlier received some of the cases but our sources said the President’s men wrote a petition against him.

President Jonathan's Kinsman Wants Buhari Disqualified Over Certificate

Daunemigha, in suit FHC/ABJ/CS/116/15 at the Federal High Court in Abuja, also takes to task the

Independent National Electoral Commission (INEC) as 2nd defendant
A kinsman of President Goodluck Jonathan from Bayelsa State, Hon. Donald Daunemigha, has joined the festival of litigation to try to disqualify Maj.-Gen. Muhammadu Buhari (Rtd) of the All Progressives Congress (APC) from contesting next month’s presidential election.
Daunemigha, in suit FHC/ABJ/CS/116/15 at the Federal High Court in Abuja, also takes to task the Independent National Electoral Commission (INEC) as 2nd defendant.
Filed by Douye Fiderikumo on his behalf, Daunemigha asks the court to issue an order declaring that General Buhari is not qualified to contest the election to the office of the President of the Federal Republic of Nigeria having presented a “forged” certificate to the INEC.

In the originating summons, copies of which were made available to newsmen in Yenagoa by Mr. Fiderikumo, the plaintiff seeks a perpetual injunction restraining the electoral commission by itself or by its servants, agents, privies “from recognizing or treating or accepting the APC flag bearer, Mohammud Buhari, as a candidate for the election to the office of President, Federal Republic of Nigeria slated to hold on the 28th day of March, 2015 or such other time as the 2nd defendant may determine having presented a forged certificate to the INEC."

The suit seeks determination of the following: "Whether in view of the fact that Nigerian Army is not in possession of the West African School Certificate (WASC) 1961 of the 1st Defendant, the affidavit presented by the First defendant to the INEC does not amount to presentation of forged certificate within Section 137(1)(j) of the constitution of the Federal Republic of Nigeria."

Daunemigha contended that the INEC FORM CF 001 submitted to INEC by the APC candidate was incomplete and therefore urged the court to declare the form as “incompetent some being inchoate and not in conformity with the form prescribed under the Electoral Act.”

He further stated that alleged failure of Buhari to accompany the INEC Form with evidence of his educational qualifications and evidence of his birth certificate or affidavit of declaration of age had altogether rendered the form inchoate.

Boko Haram Plans Massacre In Maiduguri, US Reveals

According to the statement, security sources had noted that owing to the bombardment of Boko Haram camps in the northern parts of the states close to the borders with neighbouring countries by Nigerian troops in cooperation with troops from the Multinational Joint task Force (MNJTF), the insurgents were moving southwards.
Boko Haram militants
Members of the dreaded Boko Haram sect, on Saturday, wreaked havoc on Gombe, the Gombe State capital, as they attempted to take over the city, forcing some residents to flee while some were forced indoors.
However, the army has stated that it was able to repel the insurgents’attack on the capital city with a combination of air and ground operations, while the state government has imposed a 24-hour curfew on the town and its environs.
The army, through a statement made available to newsmen by PRNigeria, confirmed the attack and how the military overcame through a tweet on the Defence Headquarters’ handle, saying troops were in pursuit of the insurgents.
According to the statement, security sources had noted that owing to the bombardment of Boko Haram camps in the northern parts of the states close to the borders with neighbouring countries by Nigerian troops in cooperation with troops from the Multinational Joint task Force (MNJTF), the insurgents were moving southwards.
Eye witnesses said the militants attacked soldiers at the security checkpoints at the edge of the town and forced their way into the quarter guard of the 301 Artillery Regiment.
It was gathered that sounds of gunshots and bombs rent the air for over three hours before military fighter jets were later seen hovering and releasing aerial fire on some selected parts of the town.
Unconfirmed report said the insurgents were able to penetrate into the 301 Artillery Regiment of the Nigerian Army barracks in the town, adding that several vehicles were destroyed in the barracks.
It was further learnt that the Quarter Guard of the 301 Artillery Regiment was completely razed to ashes by the insurgents.
Many police stations in the metropolis were said to have been attacked by the insurgents, while the number of the casualties recorded during the attack could not be ascertained as of the time of filing in this report.
A resident, Umar Danyaya, told Sunday Tribune on phone that the situation was very tense as gunshots were heard from parts of the capital city, confirming that many who could not flee were indoor.
Sunday Tribune gathered that the insurgents had early in the day attacked Dadin Kowa and Hinna communities in Yalmatu Deba Local Government Area of the state while heading for the capital.
According to information gathered from residents, the Boko Haram members invaded the communities at about 6:30am in Toyota Hilux vans, shooting sporadically, forcing residents to run for dear life.
A resident of Dadin Kowa informed that they had witnessed strange movement of some unidentified persons in the area some days ago, adding that they could have been on a spy mission to the area.
According to the resident, heavy gunshots were heard in surrounding communities, declaring that the insurgents were heading towards the state capital, expressing surprise that security personnel deployed in the area took to their heels on sighting the advancing insurgents.
The source informed that the insurgents were sharing leaflets, warning the people not to vote during next month’s general election, adding that they also killed many people.
Another source from Hinna said many people were killed in the community, while many many facilities, including the ambulance vehicle of Hinna Cottage Hospital, were destroyed.
Hinna, Dadin-Kowa, Kwadon, Liji and all adjoining towns and villages on the Gombe-Biu axis were said to have been turned to ghost towns and villages as residents had fled to safety, with no one seen in the communities.
Speaking to Sunday Tribune, the Gombe State Police Command’s Police Public Relations Officer (PPRO), DSP Fwaje Atajiri, told journalists that the police and other security agencies were still assessing the situation, declining further comment.
Meanwhile, the state government has urged the people in the state capital and its environs to remain indoors to allow security operatives to carry out mop up action to complete their successful repel of the insurgents.
Speaking with the Sunday Tribune through the telephone, the Special Senior Assistant on Media to Governor Hassan Ibrahim Dankwambo, Mr Ayuba Aluke, informed that the governor, who was out of the state as of the time of the attack, had directed that except for essential services, no movement was allowed until further notice.
Aluke lamented the attack on Gombe, expressing delight that the military and other security agencies were able to successfully repel the insurgents, calling on the people to remain indoors to enable security personnel carry out mop up operations.
He, however, dispelled the rumour doing the round, particularly on the social media, that the insurgents destroyed a number of police stations, including those of Township and Federal Low-cost, saying it was untrue.
In a related development, the Arewa Consultative Forum (ACF) has called upon the Boko Haram insurgents to embrace dialogue as the only civilised way to address their grievances rather than killing innocent souls.
The Forum said this in a statement on Saturday, condemning the recent suicide bomb blast, which occurred at the Biu town market, Borno State, describing it as shocking and unbelievable.
The forum said the attack was wicked, barbaric, gruesome and condemnable considering the innocent people killed and injured by the suicide bombers.
In the statement signed by the National Publicity Secretary of the Forum, Alhaji Muhammad Ibrahim, and made available to Sunday Tribune, ACF noted that what was disturbing was the arrest of another two female bombers who wanted to carry out another dastardly act.
According to the statement “Biu emirate has enjoyed relative peace compared to the other local government areas of Borno State that have been under the control of the insurgents due to efforts of the military and the civilian JTF that have maintained joint operations and shared intelligence to repel many attempted attacks on the town.”
Boko Haram plans massacre of 200,000 Christians
MORE than 200,000 Christians are the main target of a Boko Haram attack on Maiduguri, the Borno State capital, intelligence reports indicated at the weekend.
According to a report by the NBC News on Saturday, the terror group has started activating its sleeper cells in and around the Maiduguri metropolis in readiness for the attack.
It reported that “Boko Haram forces appear poised to attack Maiduguri, a city of two million in North-East Nigeria, meaning that 200,000 Christians could be at risk of slaughter by the Islamist terror group, say US intelligence officials and experts on Nigeria.”
Director of the Africa Project at the Atlantic Council, J. Peter Pham, said “an attack on Madiguri is very likely. They have done it everywhere else they have gone. So, why not Maiduguri?”
Pham’s view, according to the report, was similar to those of US intelligence officials, who also believe that Boko Haram has already placed “sleeper cells” among the tide of refugees who had fled the group’s rampage.
It added that “there is evidence that the group has already begun testing defences on Maiduguri’s outskirts.”
Also, prominent legislator from Borno State, Senator Ahmed Zanna, was quoted by NBC News at the weekend as saying that a group of suspected Boko Haram militants raided the village of Mbuta, only 15 miles North-East of Maiduguri, killing eight people, burning buildings and forcing most others to flee their homes.
He, however, said despite these attacks, residents were determined not to let their city be overrun.
“If Boko Haram comes back, people will be ready. They will come out in the streets in their hundreds and thousands to defend Maiduguri,” he said.
Also, the report noted that “former US Ambassador to Nigeria and now director of the Bunche Center at the Council on Foreign Relations (CFR), Mr John Campbell, said an internal CFR analysis shows that there is only one road in and out of Maiduguri that is not controlled by the group.”
“It is a noose around Maiduguri. There is one road open, going West. There is potential for a raid and occupation,” Campbell said.
Jonathan seeks more US help to fight Boko Haram
President Goodluck Jonathan has appealed to the United States (US) for greater assistance in the fight against Boko Haram.
The Wall Street Journal (WSJ) at the weekend, quoted the president as saying; “are they not fighting ISIS? Why can’t they come to Nigeria?”
“They are our friends. If Nigeria has a problem, then, I expect the US to come and assist us,” he said.
Jonathan said Boko Haram militants, who have taken over swathes of territory in northeast Nigeria, have received “training and funds” from the Islamic State jihadists, based in Iraq and Syria.
Jonathan said he has requested combat soldiers and military advisers from Washington since early 2014, according to the newspaper.
US involvement in Nigeria has been fraught, with Washington accusing Nigeria’s military of being in denial about the threat posed by Boko Haram, which has captured dozens of towns in the last six months.
The United States has also been critical of the Nigerian government’s slow response to the mass abduction of more than 200 girls from the town of Chibok in April last year.
US drones were deployed and the Pentagon dispatched intelligence and surveillance specialists in the hope of finding the kidnapped teenagers still being held but to no avail.
But Nigeria’s ambassador to Washington has accused the United States of failing to provide the weaponry required to end the fighting and Abuja also ended a US training program for soldiers to take on the militants.
On a visit to Nigeria in January, US Secretary of State John Kerry said Washington was “prepared to do more” to help Nigeria counter the Boko Haram insurgency, which has claimed some 13,000 lives.

Multiple Explosions Killed Many People At Military Checkpoint In Borno

Three loud explosions rocked military check points in Biu town, Borno State killing many, a Civilian JTF said. Early reports suspect the bombs were detonated by Boko Haram militants.
The first explosions happened at Yamarkumi along Maiduguri road at about 10pm, and two others followed after 10 minutes with an unknown number of casualties, according to the same Civilian-JTF source in Biu.

Jonathan Claims Rigging Audio Tape Secretly Recorded By Army Captain During Ekiti Poll Was "Fabricated"

Nigeria’s President Goodluck Jonathan has ruled out investigating the scandalous audio tape of the collusion between military officers and top guns in the Peoples Democratic Party to rig last year’s June 21 election in Ekiti State.

How Obanikoro, Chris Uba, Omisore, Olubolade, Nigerian Army General Rigged Fayose Into Power AUDIO AND TRANSCRIPT: How Obanikoro, Chris Uba, Omisore, Olubolade, Nigerian Army General Rigged Fayose Into Power
President Jonathan told The Wall Street Journal that the audio was a fabrication despite the confirmation of its authenticity by U.S.-based voice-verification firm, Guardian Consulting LLC.
“It’s all fabrications,” he said of the audio. “Why should I investigate things that are not real?”
Jonathan’s shocking indifference to the scandal that gravely questioned the integrity of the governorship election, said to have been won by Ayodele Fayose of the PDP, triggered melancholic reaction from Dr. Kayode Fayemi of the All Progressives Congress, who allegedly lost.
“It’s very sad,” Fayemi told the Wall Street Journal. “The military has lost any democratic control.”
Starring in the scandal were Brigadier general Aliyu Momoh, Ayodele Fayose, Musiliu Obanikoro, Caleb Olubolade, a former minister and Alhaji Jelili Adesiyan,Police Affairs Minister, Senator Iyiola Omisore, a failed governorship candidate in Osun State. Adesiyan had confirmed that the conversation took place.
We share the audio transcript of the rigging conspiracy here:

Governor Fayose Confesses To Partaking In Ekiti Poll Rigging Meeting Secretly Recorded By Army Captain Koli

Ekiti state governor, Ayodele Fayose has finally confessed to partaking in the secret meeting where politicians led by former minister of state for defense, Musiliu Obanikoro met with army officer led by a Brigadier General plotted how to rig last August's gubernatorial election for Mr. Fayose.
Mr. Fayose was speaking  at an event in Ekiti where he inadvertently referred to the tape and then he quickly tried to change his story by claiming that he was only chastising the army general for being compromised in the presense of his collegaues. Mr. Fayose's confession contrasts his earlier stance that the tape was manufactured with the aid of a voice software.  The minister of Police Affairs, Jelili Adesiyan had earlier confessed to being at the meeting, however, President Goodluck Jonathan told reporters from the Wallstreet Journal during a recent interview that the tape was not "real" stating that the incident will not be probed.
 Listen to Fayose's confession here:

Why I Directed PDP Ward Leader To Tear My Membership Card - Obasanjo - Politics

As criticisms and commendations continue to trail his dramatic exit from the Peoples Democratic Party, former President Olusegun Obasanjo has explained how he arrived at the decision to dump the party to which he belonged for 16 years.

The former president had Monday announced his resignation as a member of the party on whose platform he ruled the country between 1999 and 2007.
Mr. Obasanjo renounced his membership of the PDP when some leaders of the party led by Surajudeen Oladunjoye, the chairman of the ward around his former residence in Ita Eko, visited him at his Presidential Hilltop mansion in Abeokuta home.

The former president directed Mr. Oladunjoye to tear his membership card at a press conference organised during the visit.
About two hours later, the PDP leadership in Ogun State announced the expulsion of the former president from the party.
However, in a telephone interview with PREMIUM TIMES Tuesday, Mr. Obasanjo explained that the PDP members visited him to express their genuine concern about his refusal to be active in the party.

“They were concerned that I had only one leg in the party, and worried that since I’m their leader in the ward, they need to hear from me,” the former President said.
According to him, when the party members arrived his residence, they were singing a song in Yoruba language –
“Nigeria yi ti gbobgo wa ni, Ko ma gbodo ba je. Eje ka sowopo kajo gbega (Meaning – Nigeria belongs to all of us, we must not allow it to be destroyed and we must join hands to make it great).
Mr. Obasanjo said when they settled down he sought to know why they came and that it was at that point that Mr. Oladunjoye told him that since he (Obasanjo) as their leader became angry with the PDP and remained inactive in the party, they had not only lost sense of direction but also worried about their political future.

He also said the party members informed him that the leadership in the state was planning to expel him and that they wondered what would happen to them if he was expelled because they would become rudderless.
“You are our leader and it is you we are following. You have remained a card-carrying member of the the party. But since you became angry with the party we have lost sense of direction and now we are hearing that they want to expel you. If they expel you, where do we go? What do we do?” Mr. Obasanjo quoted the ward chairman as saying.

The former president explained that it was at that point that he gave them his PDP membership card and told them that they could do whatever they want with it.
He said, “In my response, I said when you people came you were singing a song and I agreed that Nigeria is our own. If the issue is the party, I will not choose the party at the detriment of Nigeria and I will fight for Nigeria even at the detriment of the party. I will rather surrender my membership of the party so you people can move on politically,”

Mr. Obasanjo explained to PREMIUM TIMES.
“If you people’s worry is that I’m a card-carrying member of the party and I’m not showing you people direction and you are worried that I’m neither here nor there, this is the card; you can keep it, you can burn it or you can tear it, do whatever you want to do with it.”

The former president said he then handed over his membership card to Mr. Oladunjoye, who immediately decided on his own to shred it.
Mr. Obasanjo said he had no regrets for his action despite the criticisms that have greeted it.

Stay the course: Text of the address by Buhari to leaders & elders of APC

APC presidential candidate Gen. Buhari addressed leaders and elders of the APC today Feb. 17th at the Shehu Musa Yar'Adua centre in Abuja. Below is the text of his address...
The National Chairman Chief John Oyegun, thank you very much for your speech. Leaders and elders of our party, I want to join the Chairman in welcoming you all to this meeting. In the last two months, we have travelled the length and breadth of this country, we have heard the cry of our people and we have told them that we hear their cry – the cry for change.
As you are all aware, our country is passing through trying times imposed on us by the bad PDP administration. The imminent change in answer to the yearnings of our people has been delayed by the postponement of the February 14th, 2015 elections. Our patience and resilience will be tested in the days ahead. We must pass this test. In a time like this, which in football analogy can be referred to as extra time, we must avoid making costly mistakes. In the weeks ahead, I would like to implore you to remain true to the vision – to build a country that works for all of us and not just for the few. To rescue and stabilise our nation from the hands of plunderers. On this, I believe we are all agreed.

The important issue today is that we must use the next six weeks that have been imposed on us, to re-charge and re-focus on our goal. The goal is to win the elections now slated for March 28th and April 11th with a convincing majority. We should aim to achieve a victory that will be beyond dispute and proceed to form the next government and start work on the task of rebuilding our beloved country.

Our eyes must be on the objective to build a great society that works for all of us. A country where every child has an equal opportunity to get an education, where every young Nigerian who needs a job can find one. Where the sick are looked after and senior citizens are provided for. A country which gives value to human life, where the welfare and security of all is a national priority and corruption is defeated.

However, I must not fail to mention at this point, one issue which has become topical in the last few days and that is the worrisome revelations by Capt. Sagir Koli about how he, a serving officer at that time, was deployed, with other serving officers, some more senior in rank to work with key politicians of the PDP to rig the Ekiti elections. Up till now, there has been no official denial of this most unfortunate event. It makes me wonder, in the circumstances that led to shifting of the date of the Federal Elections, whether the security services are even now being prepared to play similar roles in the March 28th and April 11th elections. Let me reiterate once more that our security services have serious constitutional responsibilities to the people of the nation and so their importance to the health of the country cannot be under estimated. It is therefore imperative that their leaders must not drag these invaluable institutions into the realm of partisan politics.

I personally and, am sure, all Nigerians, have tremendous respect for our security services. I therefore urge strongly that they stick to, and concentrate on, their constitutional duties, otherwise they stand the risk of becoming part of our already complicated national situation.

I am deeply encouraged by the very high degree of cooperation and commitment to our common purpose of changing Nigeria for good that you all have exhibited in our campaign. I have noticed many of us embarked on our campaign trips without carrying a change of clothing hoping to return home the same day only to spend the night on strange beds because the dynamics of the campaign required that they spend the night away from home. You have ignored in some cases personal health challenges and given yourself to the campaign effort just to be part of the movement for change.

There are some of you who lost in the various primaries to choose candidates for our party during these elections and rather than being disappointed you have thrown your energies and resources to the campaign not minding your personal losses. And there are others who have been made mind boggling offers by our opponents in a bid to break our ranks and curtail our momentum in the march to change Nigeria for good, yet you have chosen to be on the side of a cause that is just.

I therefore appeal to you all party leaders and faithful not to rest thinking that all is won. Six weeks is a long time and we do not know the plans of the other side but with our strong resolve we will prevail.

Therefore let us keep our eyes on the ball. Let us work as we have never done before, and let us watch and help each other. The days and weeks ahead will be tough. Our resolve will be tested and all kinds of evil tricks will be on display. But do not despair. The goal is in sight. Change is coming. The people of Nigeria will prevail. God has destined Nigeria to be a great country. We shall overcome and Change shall be achieved.

God bless you all, God bless the APC and may God bless the Federal Republic of Nigeria.

Thank you.

When the Black Stars of Ghana placed second at the just concluded AFCON 2015 competition, their president promised them a Jeep Cherokee each among other gifts. The SUVs (pictured right) worth about $76,000 are now ready for pick up. The footballer's families have been asked to come pick the SUVs on behalf of the footballers who have since returned to their various bases in Europe.

The footballers also got $25,000 each. Some Ghanaians think the money and car gift is little, that the football stars deserve more for giving a good performance at the tournament despite not winning.

‘Patience Jonathan, Wike behind blasts, gunshots at APC rally - Rotimi Amaechi
The DG of the APC Presidential campaign organization and Governor of Rivers state, Rotimi Amaechi, has accused the first lady, Patience Jonathan and the state PDP Governorship candidate, Nyesom Wike of organizing the disruption witnessed at the APC Governorship rally in Okrika, the village of the first lady earlier today. Gov Amaechi made the allegation while speaking with newsmen after the APC leaders meeting at the Shehu Yar'Adua center earlier today
"Clearly, the wife of the president does not want APC to campaign in Okrika, her local government area. The wife of the president and the governorship candidate of the PDP in Rivers again organised thugs to disrupt APC rally.
As usual, the police couldn’t protect us, over 200 police men. I asked the commissioner of police and he said they had over 200 policemen there. Yet, three explosions and then they opened fire on members of APC. The Channels TV reporter I hear, is injured, stabbed, and members of APC injured. We had meetings with DSS (Directorate of State Security) and police and they confirmed we could go ahead. There were 200 policemen and there were over 20 to 30 DSS men who came there and they did nothing"he said.

Ukraine crisis: US warns Russia as UN backs ceasefire deal

The US has accused Russia of violating the Minsk agreement on Ukraine, as the UN Security Council voted unanimously to approve the ceasefire deal.

Vice-President Joe Biden said "the costs to Russia will rise" if it continued to violate the accord.

Fighting is continuing around the strategic town of Debaltseve, with pro-Russian rebels saying they now control most areas.

Russian President Vladimir Putin urged Ukraine's troops there to surrender.
'Stop pretending'
Although the Security Council unanimously approved a Russian-drafted resolution to endorse the Minsk ceasefire deal agreed in Belarus last week, angry words were exchanged among ambassadors.

US Ambassador Samantha Power welcomed the agreement but said that Russia had to prove its commitment to peace.

The BBC's Ian Pannell: "As you can hear, the artillery is still firing"

She said: "Stop arming the separatists. Stop sending hundreds of heavy weapons across the border in addition to your troops. Stop pretending you are not doing what you are doing."

She added: "Russia signs agreements then does everything within its power to undermine them. Russia champions the sovereignty of nations and then acts as if a neighbour's borders do not exist."

Russian Ambassador Vitaly Churkin called her comments "offensive".

"Since the very start of the crisis, Russia has actively called for a peaceful settlement through inclusive, transparent dialogue between all sides in the internal Ukrainian conflict," he said.

After speaking to Ukrainian President Petro Poroshenko, Mr Biden said he "strongly condemned the violation of the ceasefire by separatist forces acting in concert with Russian forces, in and around the town of Debaltseve".

He added: "If Russia continues to violate the Minsk agreements... the costs to Russia will rise."

Mr Poroshenko described rebel attempts to take the town as a "cynical attack" on the ceasefire.

International observers monitoring the truce have been unable to enter Debaltseve.

The town has become a key prize for rebels and government forces, as it sits on a strategic railway line linking rebel-held Donetsk and Luhansk.

line

Analysis: Paul Adams, BBC News, Kramatorsk

The wealth of claim and counter-claim around Debaltseve speaks volumes. It's hard to confirm any of Tuesday's stories.

Controversy surrounds the fate of dozens of government troops - rebel sources say they surrendered, while the army contends they were captured after running out of ammunition during an ambush.

The rebels say Debaltseve is not covered by the ceasefire agreement reached last week in Minsk and continue to insist that it's an "internal" matter. Between April and July last year, the town was in rebel hands. It sits astride the railway line linking two rebel strongholds, Donetsk and Luhansk.

Ukrainian TV has shown pictures of text messages sent to government soldiers in Debaltseve, allegedly from Russia. "Poroshenko and his generals have betrayed you," the messages read, referring to the Ukrainian president. "There's no need for you to die for them."

line

Speaking on a visit to Hungary, Mr Putin urged Ukraine to allow its troops there to surrender and said he hoped the rebels would let any captured troops return to their families.

"I hope that the Ukrainian authorities are not going to prevent the Ukrainian soldiers from laying down their weapons."

He said there had been a "significant reduction" in the intensity of combat since the truce came into effect, but added that the fighting in Debaltseve was "understandable and predictable".
Trapped civilians
Meanwhile, sources in the self-proclaimed Donetsk People's Republic (DPR) said Debaltseve police station and railway station had been taken, and at least 80% of the city was under rebel control.

According to later reports, the city's military HQ - where many government troops are based - has also been surrounded.

Map

Most of its 25,000 population has been evacuated but about 7,000 civilians are still believed trapped by the fighting.

"One has to be really concerned about what's happening to them right now," said Rupert Colville, spokesperson for the UN High Commissioner for Human Rights.

"As far as we're aware, they're sort of hiding down in cellars - probably a few thousand people... struggling to get food... a shortage of water, and heavy fighting going on above their heads."

The ceasefire, which came into effect on Sunday, has been broadly observed but separatists insist the agreement does not apply in Debaltseve because they have the town almost surrounded.

Both sides have also failed to pull back heavy weapons from the front line.

The withdrawal was due to start no later than the second day after the truce came into effect and be completed within two weeks, creating buffer zones 50-140km (30-85 miles) wide.

The UN says more than 5,600 people have been killed in the conflict since April, but there are fears the actual death toll could be much higher.

Champions League: Mourinho relieved after Chelsea draw at PSG

Chelsea manager Jose Mourinho
Chelsea boss Jose Mourinho admitted his side were a little lucky to secure a 1-1 draw in their Champions League last-16 first leg tie at Paris St-Germain.

Branislav Ivanovic gave Chelsea the lead before Edinson Cavani equalised.

Blues keeper Thibaut Courtois then made a number of impressive saves to deny PSG victory.

Asked if his side got away with it, Mourinho said: "When you see the performance of our goalkeeper you have to say yes."

The result was a marked improvement on the quarter-final first-leg tie between the two sides last year.

Thibaut Courtois
Petr Cech made way for Thibaut Courtois on Tuesday, despite an impressive performance against Everton

PSG won 3-1 at Parc des Princes on that occasion, but Chelsea scraped into the semi-finals as Demba Ba's late goal sealed a 2-0 win at Stamford Bridge to ensure Mourinho's side progressed on away goals.

Chelsea will be considered strong favourites this time, with their FA Cup fourth-round defeat to Bradford last month their only home loss this season.

"The advantage is minimal," Mourinho added.

"Obviously a two-leg game is now one leg. Now everything is decided at Stamford Bridge, not in two matches where they have a fantastic record [at home].

"It's not a victory, 3-0 or 4-0 that ends the story. They are a fantastic team, fantastic players. We did okay."

Kiev slams pro-Russia rebels for violating ceasefire

Ukraine accused pro-Russian rebels of violating a ceasefire after they said they had seized the railway hub of Debaltseve. Kiev’s comments came ahead of a Tuesday deadline under the truce deal to begin withdrawing heavy weapons from the front line.
The Ukrainian presidential office on Tuesday called on the European Union and NATO to condemn the Russia-backed rebels for violating the cease-fire after the rebels claimed to have taken the key transportation hub of Debaltseve.
Russian news agencies quoted Valery Chaly, chief of the Ukrainian presidential administration, as saying that Kiev wants the EU and NATO to “resolutely condemn” the separatists for violating the deals brokered by European leaders last week.
The war in eastern Ukraine has already killed more than 5,600 people and displaced more than a million, the United Nations said on Monday. It has also left the country’s industrial heartland in ruins.
The government troops and rebels faced a deadline Tuesday to start pulling back heavy weapons from the front line.
Rebel commander Vladimir Kononov said on Russian television that most of Debaltseve was under their control and urged the Ukrainian troops to surrender.
“Their only choice is to leave behind weaponry, lay down arms and surrender,” he said.
There was no immediate word from the Ukrainian government on the matter.
The announcement by the rebels came after fierce fighting that appeared to
be focused on Debaltseve, a government-held town surrounded by rebel forces that both sides claim to be on their side of the cease-fire line. The issue was not resolved under a cease-fire agreement negotiated last week by the leaders of Ukraine, Russia, Germany and France.
Also Tuesday, a deadline passed under the agreement for both sides to begin pulling back weaponry from the front line.
The rebels said they were about to begin withdrawing their big guns on some sections of the frontline. A rebel military official, Eduard Basurin, announced in a televised briefing that they “will take the initiative” and begin to pull back heavy weaponry from the frontline. He did not provide a timeline for this.

Appeal court judges compromised by APC —Ekiti PDP

Judges wig and gavel
The Peoples Democratic Party in Ekiti State has accused judges of the Court of Appeal that upheld the June 21 governorship election victory of Governor Ayodele Fayose of being compromised by the All Progressives Congress.
The PDP said it suspected an alliance between the appeal court judges and the APC for dissipating energy on the issue of using the military for elections, an issue which the PDP said had been dismissed by the lower tribunal.
The PDP secretary in Ekiti, Dr. Tope Aluko, said this in a statement made available to journalists in Ado Ekiti on Tuesday.
Aluko said the appeal panel deliberately dissipated much energy on the use of military during the election in a manner which had aroused the suspicion of the party.
Aluko, who said that the party would appeal the aspect of the judgement, wondered why the panel after dismissing the appeal by the APC “for lack of merit should now go ahead condemning those who made it impossible for Dr. Kayode Fayemi and his party, APC, to rig the election.”
“To us they have unguarded interest in the area where the use of military to check abuse of the election was discarded by the lower tribunal , it is obvious that they have been compromised for dissipating energy on issue that has been dismissed by the lower tribunal,” he said.
The PDP scribe noted that the military was used during the governorship elections in Edo, Ondo, Anambra and Osun states “and after the elections nobody raised any question because the states were won by other parties.”
The statement read in part, “The APC didn’t go to court then to challenge the use of military because it favoured it and no judge, either at the lower or upper tribunals, have ever raised eyebrows like the one being suspiciously raised by these justices that ruled on the APC petition against Governor Ayo Fayose on Monday.
“It has become very glaring that the APC as a party is working out an unholy agenda with the judiciary again as we approach the forthcoming elections while some of these judges are believed to be working for them in a conspiracy not to make use of military in the future election for their rigging plan to sail through.
“We want to say emphatically that the use of military in all the elections mentioned, including that of Ekiti, has been so positive and it has reduced exhibition of violence that used to characterise elections in Nigeria, which the APC leaders have applauded and acknowledged whenever it favoured their party

Buhari’ll fight oil thieves’

Kwara State governor, Alhaji Abdulfatah Ahmed, on Tuesday, said the presidential candidate of the All Progressives Congress, Maj. Gen. Muhammadu Buhari (retd.), if elected, would fight the people stealing Nigeria’s oil and arrest the worsening state of the nation’s economy.
Ahmed decried the worsening state of the economy and the attendant socio-economic woes confronting the citizens.
The governor said it was sad that oil theft had been on the increase under the President Goodluck Jonathan’s administration.
He spoke during the Joint Kwara Labour Congress governorship debate/interactive session with political parties and their candidates in Ilorin, the Kwara State capital.
Ahmed said that many states and local government councils in the country had been finding it difficult to meet up with their recurrent expenditure, including payment of their workers’ salaries.
He said, “We know that Nigeria, as it were, our allocations come from the sales of crude oil. Nigeria is expected to sell 2.5million barrels of crude oil per day.
“These monies are expected to accrue at the end of every month into the federation account. When we do a budget benchmark of $80 per barrel and when crude oil is sold for $100 per barrel, it means that we have excess of $20 per barrel, which we should be keeping in the Excess Crude Account.
“But instead of 2.5million barrels per day, what we hear is that Nigeria sells barely about 1.5million barrel per day. We hear that the other portion is being stolen. The implication of this is that the amount of money that is accruable to the Federation Account is short. Once it is short, it means that the money that is also distributable to the three tiers of government is also short.
“When I came in 2011, the monthly allocation to Kwara State was about N3.1bn on monthly basis. By the end of 2012, it has dropped to N2.9bn. Local government councils were collecting about N2.8bn monthly.
“But suddenly the theft of crude oil increased. Our allocation began to drop from N3.1bn to N2.8bn; N2.6bn to N2.1bn and our monthly commitment is still at about N2.8bn. Local governments had been having a drop from N2.8bn to N1.7bn.”
He however said that Kwara had been able to keep afloat as a result of his government’s financial ingenuity.
Ahmed therefore urged the electorate to vote for Buhari, saying he would “frontally confront and defeat bunkerers and other oil thieves.”
He urged registered voters who had not collected their permanent voter cards to collect them so that they could vote for the APC candidates
